Administrators only. Ten backups per server at most.
What a restore does
It compares the backup with the server and only recreates what is missing: roles (name, colour, permissions) and channels and categories, with their role permissions. A channel is matched by its name, type and category.
Nothing that exists is deleted or changed: it is safe to run on a server that only lost a few channels. Roles above Axaro’s, bot roles and permissions set on a single person are not recreated. Recreated channels go to the end of their category.
